Cross border Cooperation and Adriatic-Ionian basin

The establishment of the Adriatic –Ionian Macro-Region started up in 2002, with the CIP INTERREG IIIA - Adriatic Cross-border. Abruzzo Region is the Managing Authority of the Programme, which involves the coastal Provinces of the Italian Adriatic Regions, and the Countries of Albania, Bosnia- Herzegovina, Croatia, Serbia and Montenegro. In 2004, 68 projects were financed, as direct expression of the development strategies of the whole territorial and politic actors.
The cooperation in the Adriatic area stepped forward in 2004, when, according to the new neighbourhood policy of EU, the INTERREG Programme was amended in the Adriatic New Neighbourhood Programme with the allocation of CARDS and PHARE funds, improving therefore the effectiveness of cooperation projects. Abruzzo Region launched in 2005 three joint calls for proposals, with a total budget of about 45 M€. The 348 project proposals applied and the 94 operations financed show the deep sensitivity of the territory to a basin policy, able to develop shared synergies and potentialities, on strategic issues as transport, environment, energy, internationalization of economic systems, social integration, culture.
The experience of Abruzzo Region in managing a multi-funds Programme (ERDF, CARDS, PHARE) and coordinating different Authorities (European Commission Delegations, Ministries of Eastern Adriatic Countries) and procedures constitutes a precious heritage for the progress of the cooperation in the Adriatic area, that, during the programming period 2007-2013, will be supported by the Adriatic Cross-border IPA Programme.
For this reason, Abruzzo Region has first played the role of Coordinator within the drafting of the new programme documents, being then confirmed by European Commission as Managing Authority of "Adriatic IPA cbc" Program also for the period 2007/2013.
